Twenty people attended from the local community, and the talk was conducted in a round table forum, with lots of discussion.

What have global trade agreements ever done for library and information workers?



INTRODUCTION
Below is a brief summary of the talk that Ruth Rikowski gave at London CILIP on Tuesday 13th February 2007 at the Sekforde Arms, Sekforde Street, London. There were 16 participants altogether. It was conducted in a ‘round table’ format, with Ruth inviting interjections from the participants throughout her talk. The session lasted for about 2 hours, with further informal discussions around refreshments, and then we vacated to the bar.

It was a very successful event. Ruth very much held the attention of participants throughout, and they contributed enthusiastically, which given the complexities of the topic, seemed to me to be quite an achievement. Not everyone agreed with Ruth, obviously, but it left everyone with food for thought. Ruth emphasised that all the library associations that she has come across (through her research) are concerned about the likely implications of these WTO agreements for the library and information profession, and the threat they could pose to some of the key principles embedded in the profession.

Lots of copies of Ruth’s various published articles on the topic were taken. It was excellent that CILIP London invited Ruth to speak, as this appears to raise the topic to a new professional level within the UK.

Do World Trade Organisation (WTO) agreements carry any benefits for library and information workers?

In her talk, Ruth Rikowski discussed the implications and consequences of the World Trade Organisation’s (WTO) General Agreement on Trade in Services (GATS) and Trade-related Aspects of Intellectual Property Rights (TRIPS) for library and information work and workers. Ruth drew on material from her book, Globalisation, Information and Libraries (Chandos Publishing, 2005) and from her various published journal articles on the topic.

1. Includes many different types of intellectual property rights – copyright, patents, trade marks, geographical indicators, industrial designs and trade marks
2. Large companies appropriating traditional knowledge and patenting it
3. Balance in copyright and moral rights being excluded from TRIPS
4. Is TRIPS part of trade?

GATS and TRIPS in essence are about transforming services and intellectual property rights into international tradable commodities
