Draft Timetable for Green Party Autumn Conference The Guardian Comment on Education theme at the Green Party Conference, 2006 Capitalisation by Stealth: The Business Takeover of Schools in EnglandDr. Glenn Rikowski Senior Lecturer in Education Studies, School of Education, University of Northampton, UK A LUNCHTIME SEMINAR Organised by CREATE (Communities, Resistance, Activity, Traditions and Equality) University of East London March 14th 2007 Stratford Campus (University House) 1.00pm, Room RBG 17 Summary The ‘capitalisation’ of state schools, first of all refers to the processes involved in transforming state revenue into profit through running, managing, building and maintaining (e.g. PFI) or sponsoring schools still in the public sector. This simultaneously involves the capacity for first creating, and then the progressive generation of, value and surplus-value. A portion of this surplus-value may take the profit form, if run by for-profit outfits. Alternatively, if the school(s) concerned were to be run by not-for-profit organisations, then any surplus will be ploughed back into their operations. The end point of these various paths might be full, direct privatisation, where state schools are sold off to companies for profit-making, or they come to function as schools currently known as ‘private’ or ‘independent’ schools (where for-profit operators such as Cognita and GEMS are at the terminus). In his presentation, Glenn Rikowski analyses these trends in relation to the business takeover of schools in England since 1997. His thinking on these issues is informed by the writings of Karl Marx and his own development of Marxist educational theory over the last 25 years. Rikowski argues that during 1998-2002 there was the possibility of a ‘Big Bang’ occurring: i.e. New Labour letting companies run many schools and LEAs on contracts on a for-profit basis. However, the ‘Big Bang did not occur (for various reasons explored by Rikowski). What we have now is ‘capitalisation by stealth’ in the schools system in England: the drip, drip capitalisation of schools encouraged by the cautious yet manipulative schools policy of New Labour.
